Help shape North Sydney Council's Draft Procurement Policy

North Sydney Council is reviewing its Procurement Policy to ensure it reflects current legislation, industry best practice and community expectations for ethical, transparent and responsible procurement.

The Draft Procurement Policy establishes the framework that guides how Council purchases goods, services and works. It sets out the principles, governance requirements and responsibilities that support fair, efficient and accountable procurement practices across the organisation.

Council is inviting community feedback on the draft policy before it is considered for adoption. Your feedback will help Council determine whether the policy appropriately reflects community expectations regarding transparency, accountability, value for money and responsible procurement practices.

About the Draft Procurement Policy

Council's current Procurement Policy was adopted in 2023. Since then, there have been significant changes to procurement governance requirements and best practice across the local government sector.

The Draft Procurement Policy has been developed to:

  • ensure compliance with current legislative and regulatory requirements
  • strengthen procurement governance, accountability and transparency
  • support ethical and fair procurement practices
  • improve management of procurement risks
  • incorporate sustainable, local and social procurement principles
  • strengthen modern slavery due diligence requirements
  • clarify procurement roles, responsibilities and delegations
  • support the use of contemporary digital procurement systems and processes

The policy establishes the overarching governance framework for procurement activities. 

Detailed operational procedures, protocols and guidance documents will support implementation of the policy.

Key updates in the Draft Policy

The Draft Procurement Policy introduces and strengthens several areas, including:

Digital procurement

- Recognition of contemporary digital procurement platforms and systems.

- Improved recordkeeping and auditability of procurement processes.

Modern slavery and supplier due diligence

- Strengthened requirements for supplier due diligence.

- Alignment with modern slavery guidance and risk management obligations.

Sustainable and social procurement

- Consideration of environmental, social and economic outcomes.

- Support for local businesses where appropriate.

- Recognition of opportunities to engage First Nations businesses and social enterprises.

Value for money

- A focus on obtaining the best overall value for the community.

- Risk-based procurement planning and decision-making.

- Open and effective competition wherever possible.

Ethical and transparent procurement

- Enhanced probity and conflict of interest requirements.

- Greater transparency in procurement decision-making.

- Stronger compliance and breach management provisions.

Good governance and accountability

- Clearer procurement roles and responsibilities.

- Enhanced contract management and recordkeeping requirements.

- Stronger segregation of duties and approval controls.

- Improved monitoring and reporting of procurement activities.
