North Sydney's parks and reserves are valued in-demand, community spaces used every day for exercise, relaxation, gatherings and events.

Following Council's adoption of the Commercial and Group Use of Public Open Space Policy, new fees and charges will apply to certain commercial activities and organised group use of Council-managed parks and reserves from 1 July 2026.

Feedback on the proposed fees and charges outlined below closes on 17 May 2026.

The proposed approach is designed to support fair access, effective management and ongoing maintenance of public open space, while ensuring everyday use by individuals and small groups remains free.

To support this, a permit and booking framework is proposed for commercial and group use of public open space, including:

  • commercial fitness training
  • commercial dog walking and dog training
  • commercial picnic services
  • ceremonies (including weddings and commitment ceremonies)
  • large private gatherings
  • regular use of parks by non‑government educational institutions

Casual and informal recreational use of parks will continue to be supported, with many smaller gatherings remaining free of charge.


Draft fees and charges

The draft fees and charges have been developed to:

  • ensure fair and equitable access to limited public open space
  • align fees with the scale and impact of activities
  • contribute to park maintenance and management
  • improve transparency and consistency across activities
  • reflect approaches used by comparable councils

Fees are proposed to vary by activity type, group size, duration and park category.

Several parks will remain free for informal group gatherings of up to 60, including Anzac Park, Brennan Park, Green Park, Primrose Park, Milson Park, St Thomas Rest Park, Tunks Park (excluding the foreshore), Warringah Park, and Waverton Park.

All feedback received during the exhibition period will be reviewed and reported back to Council for consideration and endorsement.

Why is the Council proposing fees and charges for Commercial and Group Use of Public Open Space?

North Sydney has limited open space and an increasing demand from a wide range of users.

We’re seeing:

  • more organised groups and commercial activity in parks
  • conflicts between users
  • increased wear and tear 

Council has adopted the Commercial and Group Use of Open Space Policy, which establishes a framework for managing competing uses and reducing impacts on amenity, access and park infrastructure.

The proposal aims to:

  • protect access for the broader community
  • reduce overcrowding and conflicts
  • ensure those who generate income from using the space contribute fairly to its upkeep

Community feedback will help inform any refinements before Council considers whether to adopt the proposed fees and charges.

What won't change

  • Casual park use stays free
  • You can still meet friends, exercise or picnic as usual
  • Informal gatherings and small groups are not affected
