North Sydney Council is inviting the community to help shape the future of Hume Street Park in Crows Nest.

This exciting project will create approximately 2,000 square meters of much needed additional public open space, providing more room for people to relax, play, exercise, meet friends and enjoy the outdoors in the heart of one of Sydney's most vibrant and fast-growing communities.

The expansion will also strengthen connections between the Crows Nest Metro Station, local shops, surrounding streets and the wider open space network, making it easier for people to move through and enjoy the precinct.

Before design work begins, we want to hear from the community about what matters most and how you would like to use and experience the expanded park.

Whether you're a resident, worker, student, business owner or visitor, your ideas will help shape future concept designs and create a park that reflects the needs of the community for years to come.

Why is more open space needed?

Crows Nest and St Leonards is one of Sydney's fastest-growing urban centres and demand for parks and open space continues to increase.

Currently:

  • Crows Nest and St Leonards has just 3.87m² of open space per resident, the lowest provision within North Sydney.
  • This is forecast to reduce to 2.85m² per resident by 2036 without additional open space.
  • Almost half the catchment is more than 400 metres from a local park.
  • Significant population growth is expected over the coming decade.

For many residents living in apartments, public parks provide an important place to exercise, relax, connect with others and enjoy nature close to home.

The need for additional public open space in Crows Nest and St Leonards has been identified through Council planning strategies for more than a decade.

In 2022, the first stage of the Hume Street Park expansion delivered more than 1,200 square metres of new public open space and improved pedestrian connections through the precinct.

The next stage of the project will connect this space to an expanded open space footprint by creating approximately 2,000 square metres of additional public open space and completing an important pedestrian connection between Willoughby Road and the Crows Nest Metro Station.

The project is being delivered with funding support from the NSW Government, representing a significant investment in the future liveability of Crows Nest.

2012 North Sydney Council publishes the St Leonards/Crows Nest Planning Study which identifies Hume Street Park expansion
2015 North Sydney Council adopts Hume Street Park Concept Plan
2018-2020 The Department of Planning, Housing and Infrastructure publishes the St Leonards and Crows Nest 2036 Plan and Special Infrastructure Contribution development and introduced 3,200 new homes and an estimated $58 million in developer contributions forecast for open space projects including expanding Hume Street Park into a village green.
2021 Revised Hume Street Park Staging Plan adopted by Council
2022 Stage 1 Hume Street Park Expansion completed, providing an additional 1,200m2 open space
2023 St Leonards and Crows Nest Special Infrastructure Contribution formally ceased and was replaced with Housing and Productivity Contribution (HPC)
2024 North Sydney Council undertakes an Open Space and Recreation Needs Study, which confirms a continued shortfall of open space for St Leonards/Crows Nest and an expected further reduction with expected population growth
2025 North Sydney Council adopts the Open Space and Recreation Strategy, prioritising design and delivery of the Hume Street Park expansion project
2025 NSW Government announces Crows Nest Transport Oriented Development (TOD) Program with capacity for 5,900 new homes to be built (in addition to 3,200 already rezoned under St Leonards and Crows Nest 2036 Plan)
2026

Agreement entered between the Department of Planning, Housing and Infrastructure (DPHI) and North Sydney Council providing $9.3 million in funding together with project management and delivery of the park by DPHI. 

Funding provided through Special Infrastructure Contribution collected from pre-2023 development approved within St Leonards and Crows Nest Special Contributions Area

2027-2028 Construction scheduled
