Edward Street proposed part-closure & sale

Feedback closes on Sunday 8November 2026

Sydney Church of England Grammar School, known as Shore School, has approached North Sydney Council about closing and purchasing the portion of Edward Street south of Lord Street, North Sydney.
Council is considering this request and seeking community feedback before determining whether the proposal should progress.

No decision has been made to close or sell this section of Edward Street.

Council wants to understand:

  • How the community currently uses this section of Edward Street.
  • Community views about the potential closure and sale.
  • The potential impacts on traffic, parking, pedestrian access, road safety and residential amenity.
  • What outcomes the community would like Council to secure as part of any future agreement or approval.

Council is committed to ensuring community views inform the assessment of the potential closure and sale. To support this, Council is establishing a Joint Community Working Group with representatives from Council, Shore School and the local community.

The Working Group will consider community submissions and provide findings and recommendations to inform a future report to Council. It will be advisory only and will not replace Council's formal decision-making or statutory consultation processes.

On 25 February 2025, Shore School approached Council about closing and purchasing the section of Edward Street south of Lord Street. The relevant section is a Council-owned public road, subject to confirmation through the formal land registration process.

On 28 July 2025, Council authorised preliminary discussions with Shore School and investigations into:

  • the potential closure and sale of the relevant section of Edward Street.
  • a possible land swap associated with providing a pocket park at the corner of Mount and Edward Streets.
  • ownership, existing infrastructure, easements and traffic impacts.
  • whether the statutory requirements for closing a public road could be met.

Council also resolved to undertake community consultation before any formal road-closure application progressed.

Following further consideration on 24 August 2026, Council endorsed:

  • a 28-day community consultation on the potential part-closure and sale.
  • the establishment of a Joint Community Working Group.
  • an Expression of Interest process to appoint two community representatives.
  • review of community submissions by the Working Group.
  • preparation of a further report to Council.

Joint Community Working Group

Council is establishing a Joint Community Working Group to provide a structured forum for Council, Shore School and community representatives to consider the proposal and related transport and residential matters.

The Working Group's role includes:

  • considering community submissions.
  • considering existing and future transport arrangements.
  • identifying issues, opportunities, risks and possible mitigation measures.
  • providing advice on traffic, parking, pedestrian and access matters.
  • considering local traffic distribution and school pick-up and drop-off activity.
  • considering pedestrian safety, accessibility, noise, vehicle queuing and the liveability of the surrounding neighbourhood.
  • identifying matters that may support or weigh against the proposed part-closure.
  • providing findings and recommendations for Council's consideration.

The Working Group is advisory only. It cannot make binding decisions, negotiate commercial or legal matters, replace technical studies or statutory consultation, or advocate for individual interests. Council retains responsibility for all formal decisions.

Membership

The Working Group will comprise approximately seven members:

  • two Council officers.
  • two Shore School representatives.
  • two community representatives.
  • the Waverton Precinct Chair or delegate.

Council is now seeking Expressions of Interest for the two community representative positions.

    The adopted composition includes two community representatives, selected through an Expression of Interest process.

    Applicants will be assessed on:

    • demonstrated local knowledge of traffic, parking and amenity issues.
    • their ability to represent broader community interests.
    • relevant professional qualifications or experience, including transport, engineering, urban planning or related disciplines.
