About the Draft Policy
Council's plant, fleet, and mobile assets are currently managed under its broader asset management framework, including the Strategic Asset Management Plan, Asset Management Policy, Asset Disposal Protocol, Procurement Policy, and Leaseback Policy.
The Draft Plant and Fleet Management Policy provides additional direction for the specialised operational, safety, compliance, and lifecycle management requirements associated with these assets.
The policy will operate alongside Council's Asset Management Policy and inform the future development of a Plant and Fleet Asset Management Plan.
The policy aims to:
- Support safe, efficient and sustainable service delivery.
- Ensure assets remain safe, reliable, compliant and fit for purpose.
- Support evidence-based asset management and long-term financial planning.
- Manage operational, financial and safety risks.
- Improve environmental outcomes through lower-emission and more efficient technologies.
- Establish clear roles, responsibilities and oversight arrangements.
What does the draft policy cover?
The policy applies to Council-owned, leased and hired plant and fleet assets, including vehicles, trucks, construction plant, maintenance equipment, trailers, mobile machinery and e-bikes. It provides a framework for how these assets are acquired, used, maintained, renewed and disposed of throughout their lifecycle.
Environmental sustainability
The Draft Policy supports improved environmental outcomes by encouraging consideration of fuel efficiency, emissions reduction, fleet optimisation and lower-emission technologies when managing and replacing Council’s plant and fleet assets.
