The Delivery Program is the Council’s four‑year commitment to the community. It sets out the key actions, programs and projects Council intends to deliver during its term, aligned with the Community Strategic Plan.
The Operational Plan and Budget outline the specific services, projects and actions Council proposes to deliver in the 2026–2027 financial year, and how these will be funded.

The draft plans include two scenarios to show the difference between operating under the rate peg only and operating with a Special Variation approved by IPART.
A Special Rate Variation is approval from the Independent Pricing and Regulatory Tribunal (IPART) that allows Council to change rates beyond the standard rate peg.
If the Special Variation is not approved, Council would have reduced capacity to maintain existing services, renew ageing infrastructure and deliver some planned projects.
The draft plan includes infrastructure renewal, parks and playground upgrades, public domain improvements, walking and cycling projects, climate and sustainability initiatives, and community programs and services.
Some projects are dependent on the Special Variation being approved. If additional funding is not available, some projects may be delayed, changed or not proceed.
