Consultation on the Strategic Management Plan closes Tuesday 8 December 2026.

Help shape the future of the Coal Loader

Council is developing the first-ever Coal Loader Strategic Management Plan for the site, which is part of Waverton Peninsula, on Cammeraygal Country and within the Sydney Harbour Catchment.

The key consultation focus is:

How can the Coal Loader site evolve into a thriving cultural, environmental, and community destination that strengthens the health, resilience, and vitality of the site, the Waverton Peninsula, and Sydney Harbour, and honours its Aboriginal, post-industrial, and community values?

This feedback will assist Council to develop:

  • a clear vision.
  • priorities.
  • directions.
  • actions to guide service delivery.
  • partnerships.
  • future capital works.
  • asset management.
  • climate resilience across the site.

Council's Community Strategic Plan 2025-2035 and Delivery Program 2025-2029 include an action to develop a Coal Loader Strategic Plan to identify opportunities and priorities to increase community use and enjoyment and to develop a reserve for delivery.

The Coal Loader is Crown Land

Waverton Peninsula Reserve is Crown Reserve and comprises the Coal Loader's 2.8ha site and Carradah Park.

North Sydney Council is the Crown land manager of this reserve and is required to prepare a Plan of Management in accordance with the Crown Land Management Act 2016 and the Local Government Act 1993. This Plan of Management will be drafted in the future.

The Coal Loader Strategic Management Plan will not change the current land use of the site and Transport for NSW will remain responsible for the Coal Loader wharf.

The Coal Loader is heritage-listed

The Coal Loader is listed in the NSW State Heritage Register as the Balls Head Coal Loader Complex (SHR No. 02051).

The Coal Loader's significance extends beyond individual structures and its industrial landscape, former coal loading infrastructure, tunnels, buildings and its relationship to Sydney Harbour, to include the community activism that saw the site returned to the community and its important Cammeraygal history and significance.
